68' Skylark custom, where would the best place to get 1/4 panels?

The bad news is - You're going to have to use repro 69 quarters as '68 specific has never been available. The only difference is the rear marker detail. For '69 it was a rectangular whole with flared edges and in '68 it was a circle. A good body guy/fabricator should be able to make it work

The good news is - they are finally offering the 69 quarters again after having stopped for around 5 years. Tabco is who should be making them and all the big restoration parts houses should be able to get them.
